Canada’s 92,000 co‑op homes are the product of a unique partnership between community housing groups and governments within Canada. Starting in the 1970s, governments have invested in co‑op housing programs through financial support and legislation. That investment has provided a valuable asset that will serve Canada’s housing needs for generations.

But more needs to be done to help the 1.5 million Canadian households (or nearly four million Canadians) in core housing need, who are paying more than they can afford for suitable, adequate and affordable housing.

Canada needs more permanent and affordable housing options and to ensure that existing social housing continues to house as many low-income Canadians as possible.

We are recommending that the federal government:

  • Continue to invest in urban infrastructure and affordable housing, through the enhancement of existing programs and new rental housing tax incentives;
  • Ensure that accountability measures in the new Affordable Housing Framework agreements are implemented by provincial and territorial governments; and
  • Ensure that vulnerable Canadians can continue to afford their housing in co‑op, non-profit and municipal housing after federal operating agreements end.
